<p class="MsoNormal" style="text-align: left;"><span style="font-size: 12pt; font-family: &amp;amp;amp;">She told Meatingplace that meat producers should better understand &#8220;the production methods used to feed and raise animals, making sure they are treated humanely and looking for ways to reduce the carbon footprint of processing methods.&#8221;  She also said that &#8220;grass-fed animals created a lower carbon footprint than those that were grain fed.&#8221;</span></p>

<blockquote><p>Shift food intake patterns to a more plant-based diet that emphasizes vegetables, cooked dry beans and peas, fruits, whole grains, nuts, and seeds. In addition, increase the intake of seafood and fat-free and low-fat milk and milk products and consume only moderate amounts of lean meats, poultry, and eggs.</p></blockquote>
<p>To the meat industry, advice about health and sustainability must come as a serious challenge.  Keep an eye on the &#8220;eat less meat&#8221; theme.  My guess is that we will be hearing a lot more about it.</td>

<td class="Text_BASE_Content  Text_COLOR_Standard">The food industry lags all others in  environmental sustainability performance, according to Cheryl Baldwin,  vice president of science and standards and non-profit certification  organization Green Seal.</p>
<p>Speaking at the Institute of Food Technologists annual meeting and  Food Expo in Chicago, Baldwin suggested one way food makers could  improved their scores would be to use less meat in their products.</p>
<p>She explained that since 50 percent of the environmental impact for  food makers is the agriculture production of the foods they process,  using “lower intensity agricultural products,” is one of several actions  they can take.</p>
<p><strong>Meatingplace </strong>asked her what advice she had for meat  processors. She suggested understanding the production methods used to  feed and raise animals, making sure they are treated humanely and  looking for ways to reduce the carbon footprint of processing methods.</p>
<p>She told attendees that grass-fed animals created a lower carbon  footprint than those that were grain fed.</p>
<p><strong>Other views </strong></p>

			<content:encoded><![CDATA[<p>I’ve been collecting items on food safety for the last week or two. Here’s a roundup for a quiet Friday in July:</p>
<p><span style="color: #ff0000;">Antibiotics in animal agriculture</span></p>
<p><em>     USA Today </em>does great editorial point/counterpoints and here is one from July 12 on use of antibiotics as growth promoters or as  prophylactics in farm animals and poultry.  This selects for antibiotic-resistant bacteria.   If we get infected with antibiotic-resistant bacteria, too bad for us. </p>
<p>     The paper’s editors think that use of antibiotics for these purposes is irresponsible:  <em><a href="http://www.usatoday.com/news/opinion/editorials/2010-07-12-editorial12_ST_N.htm?loc=interstitialskip">Our view on food safety: To protect humans, curb antibiotic use in animals.</a></em></p>
<p>     Dr. Howard Hill, a veterinarian who directs the National Pork Producers Council, defends these uses of antibiotics: <em><a href="http://www.usatoday.com/news/opinion/editorials/2010-07-12-editorial12_ST1_N.htm">Don&#8217;t bar animal antibiotics</a>.</em></p>
<p><span style="color: #ff0000;">The source of the 2006 <em>E. coli</em> 0157:H7 outbreak in California spinach</span></p>
<p>     USDA and UC Davis investigators are still trying to figure out how the toxic <em>E. coli</em> O157:H7 got onto the spinach. Investigators did not find the bacteria on the spinach field itself, but they did find it in water, cattle, and cattle feces at a cattle crossing over a stream one mile away. Leading hypotheses: runoff from that stream or wild boar.</p>
<p>     Subsequent studies showed low levels of <em>E. coli</em> 0157:H7 in wild animals and birds.  <a href="http://www.foodsafetynews.com/2010/07/a-new-field-study-by/">A new study confirms </a>that just under 4% of wild boar harbor the bacteria. </p>
<p>     The investigators say the spinach outbreak of 2006 was the result of a combination of circumstances: &#8220;Everybody is starting to realize that maybe unusually heavy rainfall prior to planting could be an issue in terms of where water is routed.&#8221;</p>
<p>     Dairy farming is moving into California&#8217;s Central Valley in a big way.  Runoff from those farms will not be sterile and growing vegetables along water routes may be risky.  Compost, anyone?</p>
<p><span style="color: #ff0000;">The chemical behind Kellogg&#8217;s cereal recall</span></p>
<p>     Kellogg recalled 28 million packets of breakfast cereals last month because people reported funny smells and getting sick from something in the packaging.  At first, <a href="http://www.foodproductiondaily.com/content/view/print/311553">Kellogg would not say </a>what the chemical contaminant might be.  </p>
<p>     Then <a href="http://www.foodproductiondaily.com/content/view/print/312012">it said the chemical</a> is methylnaphthalene. <a href="http://www.atsdr.cdc.gov/toxprofiles/phs67.html">Mothballs</a>! (Are they still making mothballs?  Their smell is unforgettable)</p>
<p>     <a href="http://www.grist.org/article/food-kelloggs-froot-loops-recall/">Tom Philpott&#8217;s comments on Grist.com </a>point out what’s really at stake: &#8220;And of course, the real scandal is what Kellogg&#8217;s is marketing to kids: a tarted-up slurry consisting mainly of sugar, corn products, partially hydrogenated oil, and food colorings. But that&#8217;s a whole different story.&#8221;</p>
<p><span style="color: #ff0000;">Salsa and guacamole are sources of foodborne illness</span></p>
<p>     <a href="http://www.cdc.gov/media/pressrel/2010/r100712.htm">The CDC reports </a>that salsa and guacamole are becoming more frequent sources of contaminants leading to illness.  CDC started collecting information on sources of outbreaks in 1973.  Its first outbreak due to salsa or guacamole occurred in 1984.  Since then, there have been 136 such outbreaks.  Restaurants and delis were responsible for 84%.  Between 1984 and 1997, salsa and guacamole outbreaks accounted for 1.5% of total foodborne outbreaks.  But the percentage rose to 3.9% from 1998 to 2008.</p>
<p>     Moral: make your own!</p>
<p><span style="color: #ff0000;">China deals with melamine in milk powder</span></p>
<p>     <a href="http://www.foodqualitynews.com/content/view/print/312305">China is taking creative steps </a>to prevent melamine from getting into milk powder and infant formula.  To discourage fraudulent producers from boosting up the apparent level of protein in milk with melamine, it simply reduced the amount of protein required.</p>
<p><span style="color: #ff0000;">The latest on food irradiation</span></p>
<p>     FoodSafetyNews.com presented a two-part series on food irradiation (<a href="http://www.foodsafetynews.com/2010/07/is-food-irradiation-the-future/">part 1</a> and <a href="http://www.foodsafetynews.com/2010/07/is-food-irradiation-the-future-part-ii">part 2</a>), both of them quite favorable to the technology. As I discuss in my book, <em>Safe Food, </em>I don&#8217;t have any safety ojections to food irradiation, but I consider it a late-stage techno-fix for a problem that should never have occurred in the first place.</p>
<p>     I conclude with my favorite quote from former USDA official Carol Tucker Foreman: &#8220;sterilized poop is still poop.&#8221;</p>

		<title>The Slaughterhouse Problem: is a resolution in sight?</title>

			<content:encoded><![CDATA[<p>After years of hearing sad tales about the slaughterhouse problem, it looks like many people are trying to get it resolved.  A fix no longer seems impossible.</p>
<p>The slaughterhouse problem is what small, local meat producers have to contend with when their animals are ready to be killed.  The USDA licenses so few slaughterhouses, and the rules for establishing them are so onerous, that humanely raised (if that is the correct term) animals have to be trucked hundreds of miles to considerably less humane commercial facilities to be killed (see <span style="color: #ff0000;">added note </span>below).  Furthermore, appointments for slaughter must be made many months or years in advance &#8212; whether the animals are ready or not.</p>
<p>Perhaps because the USDA has just announced <a href="http://www.fsis.usda.gov/PDF/Compliance_Guide_Mobile_Slaughter.pdf">guidelines for mobile slaughter units</a>, lots of people are writing about this problem. Here, for example, is what I ran across just last week:</p>
<ul>
<li>Joe Cloud, who works with Joel Salatin, writes about the need for small-scale slaughterhouses in <a href="http://www.theatlantic.com/food/archive/2010/05/the-fight-to-save-small-scale-slaughterhouses/57114/"><em>The Atlantic</em></a>.</li>
<li><em>The San Francisco Chronicle</em> reports <a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2010/05/23/MNH51DIGB4.DTL">Joe Cloud’s concerns</a> that USDA regulations will put small slaughterhouses out of business.</li>
<li>Carolyn Lockwood has a front page story in the <a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2010/05/23/MNQ41DEQK8.DTL&amp;type=printable"><em>San Francisco Chronicle</em> </a>about the worries of operators of small slaughterhouses about safety requirements for microbial testing.</li>
<li>Christine Muhlke writes in the <a href="http://www.nytimes.com/2010/05/23/magazine/23food-t-000.html">New York Times magazine </a>about her experience observing a mobile slaughterhouse developed by <a href="http://www.glynwood.org/Programs/Slaughterhouse.html">Glynwood&#8217;s Mobile Harvest System</a>.</li>
<li>Marissa Guggiana, president of Sonoma Direct Meats in Petaluma, CA, says in <a href="http://onlinedigeditions.com/display_article.php?id=336212"><em>Edible Marin &amp; Wine Country</em></a> that “in Northern California, the lack of local slaughtering options is at a crisis point.”</li>
</ul>
<p>If enough people complain about this problem, the USDA might get moving on it.  The guidelines are a good first step.</p>
<p>The guidelines, by the way, are up for public comment.  For comments (or attached files with lengthier comments), go to the <a href="http://www.regulations.gov">Federal eRulemaking Portal</a>.   Be sure to include the agency&#8217;s name, USDA, and docket number FSIS-2010-0004.  Comments must be filed within 60 days.</p>
<p><span style="color: #ff0000;">Added note</span>: the USDA has a new study of &#8220;Slaughter availability to <a href="http://www.fsis.usda.gov/PDF/KYF_maps-050410_FOR_RELEASE.pdf">small livestock and poultry producers &#8212; maps</a>&#8221; that tells the story at a glance.  Many large regions of the country have limited or no access to slaughterhouses small enough to handle animals from small producers.</p>

<p><span style="color: #ff0000;">Food Irradiation: FDA Could Improve Its Documentation and Communication of Key Decisions on Food Irradiation Petitions <span style="color: #000000;">(</span></span><a href="http://www.gao.gov/docdblite/details.php?rptno=GAO-10-309R">GAO-10-309R, February 16, 2010, 23 pages</a>).</p>
<blockquote><p>labels on food products subject to FDA jurisdiction do not have to be reviewed and preapproved by FDA before marketing. Rather, the processor is responsible for properly labeling its products. In fact, FDA officials told us that they do not collect information on how irradiated foods are labeled and marketed. In contrast, USDA reviews and preapproves all labels before use on meat and poultry products and has denied label submissions that do not meet its requirements&#8230;FDA does not require the product&#8217;s ingredient list to disclose that a particular ingredient has been irradiated, while USDA generally does.</p></blockquote>
<p><span style="color: #ff0000;">Food Safety: FDA Should Strengthen Its Oversight of Food Ingredients Determined to Be Generally Recognized as Safe (GRAS) </span><span style="color: #000000;">(<a href="http://www.gao.gov/docdblite/details.php?rptno=GAO-10-246">GAO-10-246, February 3, 2010, 69 pages</a>).<br />

<blockquote><p>FDA only reviews those GRAS determinations that companies submit to the agency&#8217;s voluntary notification program&#8230;the agency has not systematically reconsidered GRAS substances since the 1980s&#8230; FDA has largely not responded to concerns about GRAS substances, such as <span style="color: #ff0000;">salt</span> and the <span style="color: #ff0000;">trans fats</span> in partially hydrogenated vegetable oils, that individuals and consumer groups have raised through 11 citizen petitions submitted to the agency between 2004 and 2008&#8230;FDA&#8217;s approach to regulating <span style="color: #ff0000;">nanotechnology</span> allows engineered nanomaterials to enter the food supply as GRAS substances without FDA&#8217;s knowledge. In contrast to FDA&#8217;s approach, all food ingredients that incorporate engineered nanomaterials must be submitted to regulators in Canada and the European Union before they can be marketed.</p></blockquote>
<p><span style="color: #ff0000;">Food safety note #1</span>: This arrives in the middle of the latest set of <a href="http://www.fda.gov/Safety/Recalls/MajorProductRecalls/HVP/default.htm">FDA recalls, </a> this time of <a href="http://www.accessdata.fda.gov/scripts/HVPCP/">nearly 100 products </a>made with a flavor enhancer, hydrolyzed vegetable protein, contaminated with <em>Salmonella. </em></p>
<p><span style="color: #ff0000;">Food safety note #2</span>: the <a href="http://www.producesafetyproject.org/media?id=0009">Produce Safety Project </a>at Georgetown University has estimated the cost of foodborne illness:  $152 billion annually, of which $39 billion is due to leafy greens and other vegetables.</p>
<p><span style="color: #ff0000;">Food and Drug Administration: Opportunities Exist to Better Address Management Challenges.</span> (<a href="http://www.gao.gov/docdblite/details.php?rptno=GAO-10-279">GAO-10-279, February 19, 2010, 54 pages</a>).</p>
<blockquote><p>Through reviewing reports&#8230;GAO determined that FDA&#8217;s management challenges include recruiting, retaining, and developing its workforce; modernizing its information systems; coordinating internally and externally; communicating with the public; and keeping up with scientific advances&#8230;While FDA has taken steps to align its activities and resources to strategic goals, these efforts in its centers and offices are not clear, making it difficult to connect the agency&#8217;s use of resources to the achievement of its goals.</p></blockquote>

<p><span style="color: #ff0000;">Humane Methods of Slaughter Act: Actions Are Needed to Strengthen Enforcement</span> (<a href="http://www.gao.gov/docdblite/details.php?rptno=GAO-10-203">GAO-10-203, February 19, 2010, 60 pages</a>). <blockquote><p>The guidance does not clearly indicate when certain enforcement actions should be taken for an egregious act&#8211;one that is cruel to animals or a condition that is ignored and leads to the harming of animals. A noted humane handling expert has stated that FSIS inspectors need clear directives to improve consistency of HMSA enforcement. According to GAO&#8217;s survey, FSIS&#8217;s training may be insufficient.</p></blockquote>
<p>This, one can only assume, is an understatement.</p>
<p>The GAO does important work, no?  Now if only government agencies would listen to it.</p>

			<content:encoded><![CDATA[<p>I served as a member of the <a href="http://www.ncifap.org/">Pew Commission on Industrial Farm Animal Production</a> which issued <a href=" www.ncifap.org/_images/PCIFAPFin.pdf">its final report in April 2008</a>.  Our most important recommendation: reduce the widespread use of antibiotics as growth promoters and as a routine method of preventing infections.  Why?  Because of increasing evidence of human resistance to the kinds of antibiotics used in farm animal production and to related antibiotics.</p>
<p>You think everyone involved in production of farm animals understands the dangers of continued overuse of these drugs?  Not a chance.  A coalition of 20 meat producing groups has asked Congress not to restrict their use of antibiotics.  The American Meat Institute has issued a statement condemning our report.  The American Veterinary Medical Association (AVMA) has done even more.  It just issued <a href="http://www.avma.org/advocacy/PEWresponse/">its own report taking on the Pew Commission&#8217;s</a> antibiotic recommendations.  Why the ferocity and why now?  Congress has submitted a bill &#8211; <a href="http://www.govtrack.us/congress/bill.xpd?bill=h111-1549">the Preservation of Antibiotics for Medical Treatment Act of 2009 (PAMTA)</a> &#8211; that would restrict use of several antibiotics in farm animal production.</p>
<p>Ralph Loglisci, who was the Pew Commission&#8217;s communication director, <a href="http://www.livablefutureblog.com/2009/08/public-health-industrial-farm-animal-production-setting-the-record-straight/#more-1781">has an excellent blog post</a> dealing with the AVMA statement.  If you want to understand what all this is about, take a look at it.</p>
<p>While these debates continue, antibiotic-resistant bacteria are increasingly turning up in our food supply.  Tell your representatives to support PAMTA!</p>

			<content:encoded><![CDATA[<p>The Pew Commission on Industrial Farm Animal Production (of which I was a member) recommended as its #1 priority the elimination of antibiotics for promoting growth and other unnecesary purposes in farm animals.  I discussed this report in a <a href="http://www.foodpolitics.com/2008/04/pew-commission-report-on-animal-agriculture-is-out/">previous post</a>.</p>
<p>There is much fuss about this issue this week because the House is holding hearings on the Preservation for Antibiotics for Medical Treatment Act.  If passed, this will phase out the use of seven classes of antibiotics important to human health that are currently allowed to be used as growth promoters in animal agriculture.  The <a href="http://www.reuters.com/article/environmentNews/idUSTRE56C6VL20090713?feedType=RSS&amp;feedName=environmentNews">FDA testified in favor</a> of the act.  So did members of the Pew Commission: <a href="http://www.foodpolitics.com/wp-content/uploads/martin-testimony-rules-7-13-09-final-2.docx">Robert Martin</a>, <a href="http://www.foodpolitics.com/wp-content/uploads/fedele-statement-to-congress.doc">Fedele Baucio</a>, and <a href="http://www.foodpolitics.com/wp-content/uploads/antibiotics-legislation-bill-and-nicolette-niman-july-09.doc">Bill and Nicolette Niman</a>.</p>
<p>So who could possibly be opposed to such a good idea?  How about the <a href="http://news.vin.com/VINNews.aspx?articleId=13339">American Veterinary Medical Association</a>, for starters, apparently more worried about its members&#8217; self interest than about sensible use of antibiotics.</p>
<p>Maybe we&#8217;ll get lucky and the Congress will do the right thing on this one.</p>
<p>Update July 16: Ralph Logisci, who helped staff the Pew Commission, posted a blog on the movement to ban non-therapeutic antibiotics<a href="http://civileats.com/2009/07/16/movement-to-ban-non-therapeutic-antibiotic-use-in-food-animals-is-afoot/"> on Civil Eats</a>.  It goes into considerable depth on the issues and is well worth reading. And the Institute for Agriculture and Trade Policy (IATP) has just produced <a href="http://www.agobservatory.org/library.cfm?refID=106420">a report on eliminating</a> the use of non-thereapuetic antibiotics in, of all things, ethanol production.  Who knew?  Turns out they use antibiotics to control fermentation.  Oops.  Not a good idea.  IATP says plenty of alternatives are available and the ethanol industry should adopt them.</p>

			<content:encoded><![CDATA[<p>On Friday (of course), the FDA approved <a href="http://www.nytimes.com/2009/02/07/business/07goatdrug.html?_r=1&amp;scp=1&amp;sq=goat%20human%20gene&amp;st=cse">the first genetically modified goats.</a> These have been bioengineered with a human gene that makes the anti-clotting protein, <a href="http://en.wikipedia.org/wiki/Antithrombin">antithrombin.</a> The goats excrete this protein into their milk (I hope their babies aren&#8217;t drinking this milk).   Antithrombin ordinarily has to be extracted from human plasma, an unreliable source.  This way, if more antithrombin is needed, the company that invented this scheme  (<a href="http://www.gtc-bio.com/">GTC Biotherapeutics</a>) just milks more goats.   <a href="http://www.fda.gov/cvm/GEAnimals.htm">The FDA had previously approved</a> doing things like this in theory, but this is the first practical application.  Some antithrombin with your goat cheese, anyone?</p>

			<content:encoded><![CDATA[<p><em>President </em>Obama!  Other amazing things happened too.  I&#8217;m not sure which is more amazing: the approval of Proposition #2 by an astonishing 63% of California votors, or <a href="http://en.wikipedia.org/wiki/Proposition_2">today&#8217;s up-to-the-second Wikipedia entry on the election results</a>.  If you read <a href="http://www.voterguide.sos.ca.gov/title-sum/prop2-title-sum.htm">Prop #2, you can see that it abolishes </a>veal crates, battery cages, and sow crates and requires veal, chickens, and pregnant pigs to be given enough space to turn around, lie down, stand up, and fully extend their limbs.  They can&#8217;t do these things now?  Nope.   So now what happens: will meat producers reform their confinement practices?  Or will they simply move their production operations to other states or countries?  We can only wait until 2015 &#8211; which is when all this is supposed to come into effect &#8211; and see.</p>

			<content:encoded><![CDATA[<p>Under the current rules, meat sold as organic must come from animals with <em>access</em> to pasture.  Loophole alert!  The animals did not have to be raised on pasture.  The USDA <a href="http://www.ams.usda.gov/AMSv1.0/getfile?dDocName=STELPRDC5073426&amp;acct=noprulemaking">now proposes to close the loophole as it applies to ruminant animals.</a> This proposal is open for comment.  If you want to see how such things are done, this one is an excellent example (it includes a detailed history of the regulations, among other useful things).  USDA wrote this in response to more than 80,000 comments on the &#8220;announcement of proposed rulemaking.&#8221;  Virtually all of these wanted organically raised ruminants to be grazing on pasture.  The <em>Federal Register </em>notice is 24 pages of tiny type but my immediate take is that the USDA proposals are really good.  Take a look and see what you think.  I&#8217;m withholding final judgment until somebody does a decent summary so I don&#8217;t get bogged down in &#8220;We propose to remove the word &#8220;or&#8221; at the end of paragraph X and replacing the period at the end of paragraph Y with a semicolon.&#8221;</p>
