USDA’s food assistance programs: 2008 report

The USDA has just published three new reports about food assistance.  The first is the 2008 annual report on these programs. The USDA spent nearly $61 billion of taxpayers’ money on food and nutrition assistance programs for low-income individuals and families last year, 11% more than in 2007.  Overall, 2008 was the eighth year in a row that the total amount spent on these programs set an all-time record.

WIC (Special Supplemental Program for Women, Infants, and Children) is among the most important of these programs.  Even though it is not an entitlement and serves only about half of the women and children who are eligible for benefits, its enrollments are astonishing.  About half of all of the infants in the U.S. are enrolled in it as are about one quarter of all children 1 to 4 years old.

Rates of obesity are higher among children enrolled in WIC than they are in comparable populations.  Does this mean that WIC promotes obesity in low-income children?  The evidence suggests not, but Mexican-American participants have especially high rates of obesity.

I’m still trying to get my head around what it means that half of U.S. infants are born into families so poor that they are eligible for WIC benefits.  Even so, these are just the infants whose families get into the program.  What about all the ones who are eligible but can’t get in because all the places are filled?  Most children born in America are poor?  Isn’t something wrong with this picture?  And what can be done about it?

World food crisis: implications for U.S. agriculture

The intrepid economists at USDA* have published an analysis of what the current rise in food prices means for U.S. agriculture.  Their report provides a broad overview of the causes and effects of higher food prices.  The bottom line: the long-term effects are still uncertain but they will surely be worse for farmers in developing countries than for our own farmers.

But shouldn’t the USDA also be concerned about what’ will happen to Third World farmers?  If we are part of a global food system, don’t we have some global responsibility?

Fixing the food safety system: new ideas

The Trust for America’s Health and the Robert Wood Johnson Foundation announce the release of a new report on how to fix the food safety system.  The report, Keeping America’s Food Safe: A Blueprint for Fixing the Food Safety System at the U.S. Department of Health and Human Services (HHS), makes a bunch of suggestions for strengthening the FDA.  The FDA, it says, needs to concentrate resources on the highest risks, enforce existing rules (what a concept), establish a position with authority over all food safety programs in the agency, and work with Congress to establish a Food Safety Administration within HHS.

Wait a minute: I thought two agencies were involved in food safety regulation.  Yes, HHS regulates most foods through the FDA, but the USDA regulates meat and poultry.  These are not two separate food systems. Wastes from food animals (USDA-regulated) contaminate fruits and vegetables (FDA-regulated).

Don’t we need one system?  I think we do.

And buried in the mess of bills submitted to Congress and currently under consideration (handily summarized by Bill Marler), are several aimed at doing just that.  This is a great time to weigh in on them, especially since polls show that nearly 75% of Americans are more afraid of food than they are of terrorists.

Obama on food safety!

President Obama had quite a lot to say about food safety this morning and I’m happy to say that it sounds like he gets it: the present system is outdated (it was developed a century ago), too spread out, under-resourced, and hazardous to health.  He’s going to appoint a committee to make recommendations and promises that all will be fixed “under the leadership of Dr. Margaret Hamburg.”  I hope she knows what she’s gotten herself into.

In the meantime, here’s his radio address and lawyer Bill Marler’s take on it.  And thanks Bill for posting the entire text of the speech.

And while I’m at it, how about the USDA’s new plan to test the meat at hamburger packing plants four times a month?  Is this an improvement or a clear effort to make sure nobody ever finds anything wrong?  Here’s Brian Hartman’s discussion of that question at ABC News.

Without honest inspections, we won’t have safe food

As we have learned all too often, dishonest food companies cut corners on food safety any time they can get away with it.  That is why inspections are absolutely necessary.  Right now, the inspection system is largely voluntary and all too easily corrupted.  In a series of articles in the New York Times, we now learn that some of the peanut butter caught up in the recent recalls was Certified Organic, and that the plants had passed inspection by USDA-licensed organic certifiers.

As for conventional foods: today’s front-page article expands on flaws in the food inspection system.  Inspectors, for example, are paid by the plants they are inspecting (oops).  Here’s my favorite quote, attributed to Mansour Samadpour, a food safety consultant: “The contributions of third-party audits to foods safety is the same as the contribution of diploma mills to education.”

When I was doing the research for my book, Safe Food, I visited a plant that manufactured meat products.  The plant manager told me that you could butcher a dog in front of the onsite USDA inspector and he would never see it.  I believed him: inspectors only see problems if they know what to look for.

All of this makes me think that inspections need to be done by independent agencies that are rewarded for finding problems, not ignoring them.  Mandatory HACCP (standard food safety procedures) with testing and inspection would help too.   And if the organic food industry wants the public to believe that organic foods are better, it must make sure that production methods meet organic standards in letter and spirit.  Otherwise, why bother to pay more for organic foods?

The USDA needs to close loopholes and insist on the integrity of the inspection system. The FDA needs to figure out a way to get its inspection needs under control.  These are issues for Congress to handle.  I keep wondering:  How bad do things have to get before Congress does something useful about food safety?

The news in food marketing: love of Tropicana packaging?

When it comes to food marketing, I know I live on another planet but really, doesn’t the fuss over the packaging of Tropicana go too far?  According to the report in the New York Times, consumers are so upset over Pepsi’s new Tropicana carton design that they have forced Pepsi to withdraw it.  Pepsi, it seems, underestimated the deep emotional bond its customers had with the original packaging.  Deep emotional bond?  With orange juice packaging?  Readers: I need some help with this one.

As if that weren’t enough, CSPI’s Margo Wootan sends me the latest newsletter from the Council of Better Business Bureaus giving details of voluntary efforts by food companies to improve the nutritional quality of products marketed to kids.   Do these seem like significant improvements?

Finally, the new USDA Secretary has just announced a partnership with Disney and the Ad Council to promote the MyPyramid for kids.  Isn’t this nice of Disney?

A post from 36,000 feet: Kathleen Merrigan

I know I’ve already posted today but I’m on an American flight to L.A. connected to GoGo and can’t resist checking out the WiFi.  It works!  And they aren’t charging for it on this flight!  And anyway, we have terrific news today: Kathleen Merrigan’s nomination as USDA assistant secretary.  Here’s what I told Eating Liberally about it.   Enjoy the day!

Some good news at last: small farms!

To what no doubt was great shock to the Department of Agriculture, the number of small farms in America went up from 2002 to 2007.  This is great news for local, sustainable agriculture and let’s hope for lots more of the same.  But most of these farms are not yet self-supporting, and their owners have day (or night) jobs to stay afloat.  According to Andrew Martin in today’s New York Times, 40% of U.S. farms  (900,000 of 2.2 million) earn less than $2,500 a year in sales.  Agribusiness predominates: 5% of  farms (125,000) account for 75% of production.  But what a great sign this is of good things to come.  Let’s hope the USDA wises up and puts some support behind this welcome trend.

Update February 10: Here’s Verlyn Klinkenborg’s New York Times editorial on the topic.  He points out that as new small farms (9 acres or less) come into existence, medium-size farms are the ones to get engulfed and devoured by agribusiness. The new diversity in crops and farmers “is a genuine source of hope for American agriculture.”
