Redesign the Nutrition Facts label? Here’s your chance!

Utne reader has just announced the most interesting contest: redesign the food label.

The contest is sponsored by Good magazine and the UC Berkeley Graduate School of Journalism’s News21 program.  It is called the Rethink the Food Label project.

Anyone can enter.  Just think of some way that would make the label more useful.

The FDA is currently working on doing just that, and for good reason.  The label is so hard to use that the FDA devotes a lengthy website to explaining how to understand and use it.

This too is understandable.  The Nutrition Facts label is the result of regulations in response to the Nutrition Labeling and Education Act of 1990.  When the FDA started writing regulations to implement the Act, it tested consumer understanding of a bunch of potential designs.

The result?  Nobody understood any of them.  The FDA, under pressure to complete the regulations by the congressional deadline, chose the option that was least poorly understood–the best of a bad lot.

Surely someone will come up with something better than this?  The deadline for submission: July 1. One of the judges is Michael Pollan. Give it a try!

Q: What do you think of the new Dietary Guidelines that were announced earlier this week? Is there anything very new or different? And how important are these guidelines, anyway?

A: I was stunned by the first piece of the 2010 Dietary Guidelines for Americans that I saw online (dietaryguidelines.gov): “Enjoy your food, but eat less.”

Incredible. The federal government finally recognizes that food is more than just a collection of nutrients? It finally has the nerve to say, “Eat less?”

But this statement and others directed to the public do not actually appear in the guidelines. That document repeats the same principles that have appeared in dietary guidelines for decades.

The 2010 guidelines just state them more clearly. (For the news story on the guidelines, go to sfg.ly/gdgsc0.)

Obesity prevention

Its 23 recommendations are aimed at obesity prevention. They focus on eating less and eating better. “Eat better” guidelines suggest eating more vegetables, fruits, whole grains, low-fat milk, soy products, seafood, lean meats and poultry, eggs, beans, peas, nuts and seeds – all are foods.

But the “eat less” advice is about nutrients: sodium, saturated fat, cholesterol and trans fats. The guidelines even coin a new term for the “eat less” nutrients of greatest concern: “solid fats and added sugars,” annoyingly abbreviated as SoFAS.

Here is one SoFAS guideline: “Limit consumption of … refined grain foods that contain solid fats, added sugars, and sodium.”

Nutrient-based guidelines require translation. You have to delve deeply into the 95-page document to find the food translations. Eat fewer solid fats? This means cakes, cookies, pizza, cheese, processed and fatty meats, and, alas, ice cream. Less sugar? The major sources are sodas, sports drinks, energy drinks and fruit drinks.

Why don’t the guidelines just say so? Politics, of course.

Official policy

Dietary guidelines are an official statement of federal nutrition policy. They influence everything the government says and does about food and nutrition. The guidelines determine the content of school meals, the aims of food assistance programs and the regulation of food labeling and advertising.

But their most powerful effect is on the food industry.

Why? Because advice to eat less is very bad for business.

Banal as their recommendations may appear, dietary guidelines are hugely controversial. That is why I was so surprised by “Enjoy your food, but eat less.”

Consider the history. In 1977, a Senate committee chaired by George McGovern issued dietary goals for the United States. One goal was to reduce saturated fat to help prevent heart disease. To do that, the committee advised “reduce consumption of meat.”

Those were fighting words. Outraged, the meat industry protested and got Congress to hold hearings. The result? McGovern’s committee reworded the advice to “choose meats, poultry and fish which will reduce saturated fat intake.”

This set a precedent. When the first dietary guidelines appeared in 1980, they used saturated fat as a euphemism for meat, and subsequent editions have continued to use nutrients as euphemisms for “eat less” foods.

Then came obesity. To prevent weight gain, people must eat less (sometimes much less), move more, or do both.

This puts federal agencies in a quandary. If they name specific foods in “eat less” categories, they risk industry wrath, and this is something no centrist-leaning government can afford.

So the new guidelines break no new ground, but how could they? The basic principles of diets that protect against chronic disease do not change. Stated as principles, the 2010 dietary guidelines look much the same as those produced in 1980 or by the McGovern committee.

In my book, “What to Eat,” I summarize those basic principles “eat less, move more, eat plenty of fruits and vegetables, and don’t eat too much junk food.” Michael Pollan manages this in even fewer words: “Eat food. Mostly plants. Not too much.”

Everything else in the guidelines tries to explain how to do this without infuriating food companies that might be affected by the advice. And the companies scrutinize every word.

The soy industry, for example, is ecstatic that the guidelines mention soy products and fortified soy beverages as substitutes for meat and as protein sources for vegetarians and vegans.

The meat industry is troubled by the suggestion to increase seafood, even though the guidelines suggest meal patterns that contain as much meat as always.

The salt recommendation – a teaspoon or less per day, and even less for people at risk for high blood pressure – is unchanged since 2005, but stated more explicitly. The salt industry reacted predictably: “Dietary guidelines on salt are drastic, simplistic and unrealistic.”

In a few months, a new food guide will replace the old pyramid. Thanks to a law Congress passed in 1990, dietary guidelines must be revisited every five years. Expect the drama over them to continue.

But for now, enjoy your food.

Never enough about S.510. Today’s the day!

Update 3:30 p.m.  Final Senate vote postponed until 9:00 a.m. tomorrow!

Today, the Senate is supposed to deal—at last—with S.510, the FDA Food Safety Modernization Act.  Here’s what I’m told is likely to happen (it gives me a headache just to think about it):

  • 4:00 pm EST: Senate resumes discussion of S.510.
  • 6:30 pm: Senate proceeds to cloture vote on the substitute amendment to S.510.
  • Cloture is invoked.
  • Post-cloture and upon the use or yielding back of the time allotted in the agreement (1 hour for motions re: 1099 and 4 hours for Coburn motions), the Senate will proceed to vote on the motions in the following order: (1) Johanns (1099 forms–the repeal on a tax burden on small businesses), (2) Baucus (1099 forms), (3) Coburn (earmarks), (4) Coburn (substitute)
  • Once those are disposed of, Senate votes on passage of the bill, as amended.
  • Observers expect all of this to last well into the night.
  • Note: Because all of the amendments are offered as motions to suspend the rules, they require a 2/3rds vote. Final passage requires 51. Cloture requires 60.

In the last week, agricultural trade groups, from the Produce Marketing Association to the United Egg Producers, have come out against the bill, ostensibly on the grounds that the small farms now partially exempted would pose a food safety threat. (Note that these small farms will continue to be regulated under state and local laws.) It is hard to escape the conclusion that these industry groups never much liked the new rules in the first place. They just didn’t dare come out against them publicly, not when 80 percent of Americans support strengthening the F.D.A.’s authority to regulate food.

And FoodSafetyNews, ever on the job, has three pieces on the bill today (I’m referred to in a couple of them):

With a little luck, the Senate will pass the bill tonight, large and small farms will comply with its provisions, and our food supply will be safer as a result.  One can always dream.

Marion Nestle: I would not pick Thanksgiving as the optimal time to watch films about food production systems but I’ve chosen films—documentaries and not—that tell stories worth watching for their entertainment value as well as for their more serious messages.

Super Size Me

1. |Super Size Me

I have to begin with this one because it’s my screen debut! I appear in it for ten seconds as a talking head defining calories, among other things. This is Morgan Spurlock’s account of a month-long experiment eating nothing else but food from McDonald’s. Spurlock’s depiction of his 25-pound weight gain is not only a commentary on the role of fast food in America’s obesity epidemic, but also a fast-moving and riveting examination of the corporate side of our country’s love affair with burgers and fries.

2. |King Corn

It’s hard to imagine that a story about how two guys grow corn on one acre in Iowa could be so utterly delightful, but Ian Cheney and Curt Ellis have a sense of humor along with plenty of imaginative smarts. This is the best place to see how industrial farming really works. Spoiler alert: I love the scenes in which they start with corn and cook up a batch of high fructose corn syrup, take two minutes to plant their acre, and discover that their acre is eligible for corn subsidies. This film may be a documentary about corn production and harvesting, but it is a pleasure to sit through again and again.

Food, Inc.

3. |Food, Inc.

This is the most commercially successful of the recent documentaries exposing the evils of the industrial food system, and for good reason. Starting with the splendid opening credits, it is wonderfully directed (by Robbie Kenner) and narrated by food movement superstars, Michael Pollan and Eric Schlosser. Even for people who know something about industrial food production, the film breaks new ground. For me, the most moving episode was the 4:00 a.m. immigration raid on hapless Mexican workers at a Smithfield packing plant. The film tells stories ranging from the infuriating (seed patenting) to the heartbreaking (the lethal effects of toxic E. coli on a small child). Best, it is a rousing call to action. Join the food movement!

Tampopo

Who knew that the Japanese made spaghetti Westerns? As it happens, they do or at least used to. A lone cowboy rides into town and teaches a young woman how to cook noodles so delicious that customers line up to eat them. The message? It takes hard work to develop real cooking skills but the results are worth it. The hero may ride off into the sunset, but this film carries its lessons lightly and is marvelous cross-cultural fun.

La Grande Bouffe and Ratatouille

5. |La Grande Bouffe and Ratatouille

I can’t decide between these two films for my number five. La Grande Bouffe (The Great Binge, in my translation) is a French film of the 1970s that doesn’t seem to show up in food film festivals. It deserves a revival, not least for its splendid cast: Marcello Mastroianni, Philippe Noiret, and Ugo Tognazzi, among others. As I recall, the guys spend a weekend gorging on food and sex, giving entirely new meaning to the pleasure of food in general, and to fruit tarts in particular.

Ratatouille is, of course, about a cartoon mouse who yearns to become a chef, and does so with great panache. The film is surprisingly faithful to the day-to-day reality (OK, exaggerated) of professional kitchens, and the extraordinary amount of teamwork involved in producing superb restaurant food. It may not make anyone want to become a chef, but it gives plenty of insight into what it takes to do so.

The NY Times magazine food issue: Community!

The New York Times Magazine’s annual food issue has arrived, with a surprising and most welcome focus on the community aspects of today’s wonderful food movement.   The cover says it all: “Eating together: How the food revolution–from farm to table–is really a story about seeding and savoring communities.”  Yes!

Food editor Christine Muhlke sets the tone with “Growing together: How the food movement jumped the plate.”

Click anyplace on the cover and you go right to Michael Pollan’s piece on the communal table.    I love the American Gothic photographs of food producers at Oakland’s Eat Real Festival.  I don’t know any of them, but wish I did.

Community!  That’s what the food movement is about.

As for next year, I’m hoping the Times will take up the politics of how we get there.

Food politics: our government at work (and play)

I’ve been collecting items sent to me this week about government actions at the local, state, and national level.  Here’s the weekend round up.

Santa Clara County, California, Board of Supervisors bans toys in kids meals: On April 27, the San Jose Mercury News announced that this county, clearly at the vanguard of actions to help prevent childhood obesity, passed a groundbreaking law banning toys in kids’ meals that do not meet minimal nutrition standards (the very ones I talked about in a previous post).  Companies can still give out toys in meals, as long as the meals meet those standards.  What an excellent idea.  Let’s hope this idea catches on in other communities.

Here’s the press release, a a fact sheet on childhood obesity, and remarks by the president of the board of supervisors, along with recommendations from the local public health agency.  Thanks to Michele Simon for the documents.

Connecticut state legislature plays computer games: This photo, attributed to the Associated Press, arrived from Michelle Futrell.  I worried that it might be Photoshopped.  Whether it is or not, it is flying around the Internet, in versions that clearly identify each of hard-at-play legislators.

The Federal Trade Commission (FTC) teaches kids about marketing: The FTC regulates advertising, including food advertising, and it must be getting increasingly concerned about the effects of marketing on kids.  To counter some of these effects, it has created a website, Admongo.gov, an interactive site to teach kids about advertising.  After playing these games, the FTC wants kids to be able to answer these questions:

  • Who is responsible for the ad?
  • What is the ad actually saying?
  • What does the ad want me to do?

The New York Times concludes: “Perhaps the effort comes not a moment too soon. Adweek devotes this week’s issue to “Kids” and “How the industry is striving to conquer this coveted market.” Thanks to Lisa Young for sending the links.

The FDA asks for comments on front-of-package (FOP) labeling: Patricia Kuntze, a consumer affairs advisor at the FDA sends the April 28 press release and the April 29 Federal Register notice announcing the FDA’s call for public comment on this topic.  The agency particularly wants data on:

  • The extent to which consumers notice, use, and understand FOP nutrition symbols or shelf tags
  • Results of research examining the effectiveness of various FOP approaches
  • Graphic design, marketing, and advertising that will help consumers understand nutrition information
  • The extent to which FOP labeling influences food manufacturers’ decisions about the contents of their products

The goal, says the FDA, is to make “calorie and nutrition information available to consumers in ways that will help them choose foods for more healthful diets – an effort that has taken on special importance, given the prevalence of obesity and diet-related diseases in the U.S. and of increasingly busy lifestyles that demand quick, nutritious food.”

Public comment, of course, includes the food industry and a FoodNavigator call for industry comment cites my recent commentary in JAMA with David Ludwig.  I’m glad food industry people are reading it and I hope the FDA does too.

The White House equivocates on organics: What’s going on with the White House garden?  Is it organic or not?   Michael Pollan forwards this item from the Associated Press:

Assistant White House Chef Sam Kass, an old friend of President Barack Obama’s who oversees the garden, says labeling the crops “organic” isn’t the point, even though the White House only uses natural, not synthetic, fertilizers and pesticides.

“To come out and say (organic) is the one and only way, which is how this would be interpreted, doesn’t make any sense,” Kass said Monday as he walked among the garden’s newly planted broccoli, rhubarb, carrots and spinach. “This is not about getting into all that. This is about kids.”

Uh oh.  Has “Organic” become the new O-word?  Surely, the White House is not secretly pouring herbicides and pesticides over its garden vegetables.  If not, are we hearing a small indication of big agribusiness pushback?

San Francisco Chronicle: Listeria bacteria hysteria

A guide to avoiding Listeria

Q: I miscarried at 19 weeks of pregnancy. My doctor said my placenta was infected with Listeria, only her second case in 20 years of practice. I am your typical Bay Area food lover. I thought if I knew the sources of most of my food, I’d be safe. What is safe for pregnant women to eat in the post-Michael Pollan era?

A: Thanks for allowing your personal tragedy to alert others to this hazard. Losing a wanted pregnancy is a heartbreak. Losing one to a food-borne illness is especially tragic. Such illnesses should be preventable.

Food should be safe before it gets to you. That it sometimes is not is a consequence of our inadequate food safety system, which does not require food producers to test for harmful bacteria. The House of Representatives passed legislation that does so last summer, but the Senate is sitting on it. As an individual, you cannot easily protect yourself against invisible hazards in food. Congress must pass that legislation.

Without federal requirements, you are on your own to keep yourself and your unborn infant safe from food pathogens, especially Listeria. Much as I hate to add to what the French sociologist Claude Fischler calls “Listeria bacteria hysteria,” I must. Listeria preferentially affects pregnant women. If you are pregnant and want to stay pregnant, you must avoid Listeria.

This will not be easy. Listeria is widely dispersed in foods. Infections from it may be rare, but they are deadly. Listeria kills a shocking 25 percent of those it infects and is particularly lethal to fetuses.

Most people, including pregnant women, are immune to Listeria and do not feel ill when infected. But unlike most bacteria, Listeria penetrates the placenta, and fetuses have no immunity. The first sign of an infection can be a miscarriage or stillborn infant – too late for antibiotics.

How worried should pregnant women be about Listeria? Given our ineffective food safety system, I’d advise caution. The Centers for Disease Control and Prevention report 2,500 cases a year and 500 deaths. These numbers are minuscule – unless your pregnancy is affected.

Cases occur mainly among the young, the old and others with poor immunity. But the cause of miscarriages is not typically investigated, and I’m guessing that fetal deaths from Listeria are badly underreported.

Animals and people often excrete Listeria from their digestive tracts, even when they show no signs of illness. The bacteria get into food from infected animal waste and unwashed hands.

As a result, unpasteurized milk products and contaminated raw vegetables are frequent food sources. Other sources depend on yet another of Listeria’s nasty features – Listeria grows, reproduces and flourishes at refrigerator temperatures that stop other bacteria cold.

This explains why the CDC strongly advises pregnant women not to eat potentially undercooked foods stored in refrigerators: hot dogs, lunch meats, deli meats, patés, meat spreads and smoked seafood (salmon, trout, lox, jerky); soft cheeses such as feta, Brie, Camembert, those with blue veins, and especially Mexican “queso blanco fresco”; and raw milk or foods containing unpasteurized milk.

Even though some of these foods were cooked or pasteurized to begin with – blue cheese, for example – they can become contaminated after processing. Days or weeks of refrigeration give Listeria ample time to reproduce. Just about any food sitting around in a refrigerated package can be a source, with meat, fish and dairy foods especially suspect.

The CDC advises following safe food handling procedures to the letter at home. Avoid cross-contaminating raw and cooked foods, and use refrigerated perishables right away.

Listeria infections were virtually unknown 25 years ago, so view this hazard as collateral damage from the consolidation and centralization of our industrialized food supply.

Do not despair. There is some good news. Cooking kills Listeria. Pregnant women still have plenty of options for good things to eat that are safe.

Anything cooked hot is safe. So are hard cheeses, semisoft cheeses like mozzarella, pasteurized processed cheeses, and cream and cottage cheeses. These were cooked or are now too dry and salty for bacterial growth. Anything canned – patés, meat spreads, smoked fish, other fish – also is safe.

When it comes to food hazards during pregnancy, Listeria is unique. A sip of wine every now and then is not going to induce fetal alcohol syndrome, nor will your baby get mercury-induced brain damage from an occasional tuna sandwich. The risks from such hazards accumulate with amounts consumed over time.

But the risk from Listeria is acute. With so much at stake, and so many other food choices available, why take chances?

Just last month, the Food and Drug Administration reported recalls of queso fresco, blue cheese and bean sprouts because of possible Listeria risk. The FDA is doing its best, short of legislation. To keep Listeria out of the food supply, Congress needs to act. Write your representatives now.

The Surgeon General’s Vision for a Healthy and Fit Nation

I recently received this request from Daniel posted to Feedback:

Would you mind writing a blog post on the new surgeon general’s obesity report? …Is there a food politic element to why this has gone under the radar? …I find it ironic that Michael Pollan’s Food Rules generated substantially more press than a report by the United States Surgeon General.

I’m not surprised.  Pollan’s book is a hot best seller (it’s #1 on Amazon books, and for good reason, in my opinion).   The need to prevent obesity and how to do it is not exactly front-page news.  And the new Surgeon General, Dr. Regina Benjamin, is still relatively unknown as a political force.

But let’s give Dr. Benjamin credit for taking on obesity in one of her first public actions: the release of “Vision for a Healthy and Fit Nation.”   The Vision, which comes with a press release and a fact sheet, recommends these actions to prevent obesity:

  1. Reduce consumption of sodas and juices with added sugars.
  2. Reduce consumption of energy dense foods that primarily contain added sugars or solid fats.
  3. Eat more fruits, vegetables, whole grains, and lean proteins.
  4. Control your portions.
  5. Drink more water.
  6. Choose low-fat or non-fat dairy products.
  7. Limit television viewing time and consider keeping televisions out of children’s rooms.
  8. Become more physically active throughout the day.
  9. Breastfeed exclusively to 6 months.

These are all useful suggestions but we have heard them before.  The real issue is how to achieve them.  Here, the report disappoints.

The first two items should have grabbed attention: targeting soda reduction as as the first line of defense against obesity, and eating less junk food (my translation) as the second.

But Dr. Benjamin assigns parents the responsibility for feeding kids healthfully.  Fine, but what about about public health approaches to reducing soda consumption?  To pick a non-random example, soda  taxes are under intense debate right now.  Does Dr. Benjamin weigh in on such approaches?  Alas, no.  Only on the second-to-last page does she summarize suggestions from the Centers for Disease Control and Promotion (CDC), among them:

  • Increase availability of healthy, affordable food and beverage choices in public service venues.
  • Improve geographic availability of supermarkets in underserved areas.
  • Improve access to fresh fruits and vegetables by providing incentives for the production, distribution, and procurement of foods from local farms.
  • Limit advertisements of less-healthy foods and beverages.

I wish the report had focused on such ideas, instead of leaving them to an afterthought and personal responsibility. It’s great that the nation’s doctor cares about obesity but her Vision isn’t nearly as tough or realistic as it needs to be.  For that, we need the CDC or the report on food marketing to kids that the Institute of Medicine produced in 2005.

In 2001, Surgeon General David Satcher released the first government report on preventing obesity.  It got press. If this one didn’t, it could well be because it doesn’t break enough new ground.  Surely, it’s high time we got beyond blaming parents and instead started focusing on the need to create a food environment that makes it easier for parents and everyone else to make better food choices and be more active.

I hear that Michelle Obama will soon announce (tomorrow?) a new program to address childhood obesity.  I’m hoping that her program will take on some of the factors in the food environment that make it so difficult for everyone to eat healthfully.
