Weekend reading: Gandhi’s dietary aspirations

Nico Slate.  Gandhi’s Search for the Perfect Diet: Eating with the World in Mind.  University of Washington Press, 2019.

Let’s start with my blurb:

Nico Slate’s fascinating account reveals Gandhi as an evidence-based, self-experimenting nutrition guru who tried one diet after another—vegan, raw, calorie restriction–in his quest for physical and spiritual health.  Above all, Slate explains Gandhi’s use of fasting as a political means to inspire India to achieve independence.

Gandhi, it seems, was a food faddist well ahead of his time.  The author says:

As his commitment to vegetarianism deepened, Gandhi grappled with whether he should also forgo eggs and milk.  Ultimately, he became convinced that he should become vegan, and renounced all animal products.  Living without eggs was relatively easy.  Doing without milk, by contrast, proved to be one of the greatest challenges of his life.  He experimented with almond milk, peanut milk, and other vegan alternatives.  In 1914, he vowed to abstain from all dairy products.  But after contracting a serious illness, he decided that his pledge did not include goat’s milk. [p. 47]

The book explains how Gandhi’s dietary choices were tightly linked to his politics.

The social potential of a raw diet led Gandhi to explore the cheapest source of sustenance for the poor: wild food…The greatest ethical challenge stemmed from the limitations of wild food as a remedy for poverty.  If the goal was to end hunger, changes in diet would be insufficient if they were not linked to changes in land ownership and the distribution of wealth—change that seemed as impossible as eating ginger nonviolently. [ p. 97]

And one more:

In a world marred by inequality, charity could only do so much.  Ultimately, Gandhi did not want to help the poor; he wanted to end poverty.  Over time, he developed a deeper understanding of the link between famine and imperialism.  “India suffers from starvation because there is dearth not of grain,” he explained, “but of purchasing power.”  The absence of purchasing power was, in turn, a direct result of the economic structures of British rule…Recognizing famine as a result of empire inspired Gandhi to demand India’s freedom. [p.127]

Connecting the dots: The trade war with China and feeding America’s poor

I was struck last week by an article in the Wall Street Journal with this intriguing title: “Food Banks Reap Unexpected Bounty From Trade Disputes.”

I thought this was an especially poignant example of food politics from a food systems perspective—looking at the big picture context of what we eat, from production to consumption to waste.

Our current trade war with China is having a series of effects:

  • China has retaliated by putting import tariffs on US food products, reducing their sales in that country.
  • Because we greatly overproduce food, and depend on exports to sell it, we now have a glut of products that can’t be sold—soybeans mainly, but also pork, apples, cheese, figs, peanut butter, orange juice, and others.
  • The Trump Administration says it will help farmers hurt by the trade dispute by buying their products to the tune of $1.2 billion so far.
  • Food banks have no idea how they can handle all of what will be dumped on them—950 million pounds on top of the 700 million pounds they usually get—because they do not have the money to process and store the donations (one organization says this costs 23 cents per pound of food).
  • The food bank trade association, Feeding America, is calling for $200 to $300 million to pay for distributing the excess burden of food donations.

None of this makes sense to me.

Wouldn’t it be a whole lot better to

  • Prevent or end this trade dispute?
  • Ensure that food banks are unnecessary?

Food Distribution Program on Indian Reservations: A prototype for the Harvest Box? Not exactly.

Last week I discussed my skepticism about the Trump Administration’s plan to replace some SNAP benefits with boxes of 100% American-grown commodities.

NPR’s The Salt is skeptical for a different reason: the experience of Native Americans with the Food Distribution Program on Indian Reservations (FDPIR).

Since 1977, the U.S. Department of Agriculture has bought nonperishable foods to distribute on Indian reservations and nearby rural areas as part of the Food Distribution Program on Indian Reservations. The program was designed as an alternative to SNAP for low-income Native Americans living in remote areas without easy access to grocery stores. The food boxes delivered were filled with canned, shelf-stable foods like peanut butter, canned meats and vegetables, powdered eggs and milk.

It’s consequences?  A high prevalence of overweight and type-2 diabetes on Indian researvations.  As The Salt quotes:

“There’s even a name for it – it’s called ‘commod bod.’ That’s what we call it because it makes you look a certain way when you eat these foods.”

As it happens, I was in Albuquerque last week speaking at the Native American Healthy Beverage Summit sponsored by the Notah Begay III Foundation (I got to meet Notah Begay III when he introduced my talk).

I asked everyone I could about experiences with FDPIR.  Those who grew up in households participating in the program cited several issues:

  • Culturally inappropriate
  • Poor quality
  • Induced dependency
  • Undermined traditional diets
  • Part of barter/trade economy (unwanted items were bartered, traded, sold, or fed to pets)

Justin Huenemann, the CEO of the Foundation, took me to an FDPIR distribution center on a reservation near Bernalillo.

This was a big surprise.  It was clean, well stocked with fresh produce, frozen meats and fish (bison, salmon), and canned and packaged foods, all of them reasonably healthy.  Ordered items are delivered by truck to people who cannot come into the center.

The USDA has worked hard to improve the program (see fact sheets and evaluations).  Participants can choose from a long list of eligible foods.

But: the program serves only about 90,000 participants at a cost of $151 million in 2017.  Scaling it up to 40 million SNAP participants—and nearly $70 billion in benefits, seems unlikely.  Even scaling it up to the 16.7 million households promised by USDA seems iffy.

In any case FDPIR is NOT the prototype for the Harvest Box.

The prototype is the Commodity Supplemental Food Program (CSFP) for low-income elderly.  This program, serving 600,000 seniors with a $236 million budget in 2017, offers a more limited selection of food options, none fresh.  It distributes the boxes through food banks and other nonprofits who then do the actual deliveries.  CSFP raises many if not all of the issues mentioned by my informants.

I still think this is a smokescreen to distract attention from budget cuts to SNAP but I was grateful for the opportunity to see the FDPIR in action.  The quality of the foods looked pretty good to me—an oasis in a area where healthy foods are not readily available.

Trump’s “Blue Apron” plan for SNAP: real or a smokescreen?

I vote for smokescreen.

Let’s take this one step at a time, starting with the FY 2019 Budget announced last week.  In this administration’s usual Orwell-speak:

The Budget proposes a bold new approach to administering the Supplemental Nutrition Assistance Program (SNAP) that combines traditional SNAP benefits with 100-percent American grown foods provided directly to households and focuses administrative reforms on outcome-based employment strategies. The Budget expands on previous SNAP proposals to strengthen expec­tations for work among able-bodied adults, pre­serves benefits for those most in need….

Translation: work requirements and budget cuts.  These are emphasized in the FY 2019 Budget Addendum.  This proposes a $17 billion cut in funding ($213 billion over the next decade).  In more Orwell-speak, it is

designed to improve nutrition and target benefits to those who need them while ensuring careful stewardship of taxpayers’ money. This  suite of proposals includes a new approach to nutrition assistance that combines retail-based SNAP benefits with a package of nutritious, 100 percent American-grown food. The Budget also encourages States to innovate in helping participants move to self-sufficiency and improving employment outcomes.

This language comes directly from USDA Secretary Sonny Perdue’s Big Idea: America’s Harvest Box, specified as containing:

Shelf-stable milk, juice, grains, ready-eat-cereals, pasta, peanut butter, beans, canned meat, poultry or fish, and canned fruits and vegetables.

The box would account for roughly half the benefits; the other half would come from using EBT cards, as in the past.

What got all the attention was a statement from White House OMB Director Mick Mulvaney, as reported in the Washington Post:

What we do is propose that for folks who are on food stamps, part — not all, part — of their benefits come in the actual sort of, and I don’t want to steal somebody’s copyright, but a Blue Apron-type program where you actually receive the food instead of receive the cash,” Mulvaney said. “It lowers the cost to us because we can buy [at wholesale prices] whereas they have to buy it at retail. It also makes sure they’re getting nutritious food. So we’re pretty excited about that.

Blue Apron, in case you haven’t been keeping up with this, is a meal-delivery service that has had some fiscal problems lately.

The budget plan includes some “add-back” requests for additional funds for special purposes.  One such request is for $30 million to test whether the Harvest Box plan works.

Under this proposal grants would be made to a small number of states to design, implement, and evaluate the provision of a package of USDA Foods in combination with the traditional Supplemental Nutrition Assistance Program (SNAP, formerly Food Stamps) electronic benefits used at approved retailers. This supports early implementation and evaluation of the related 2019 Budget proposal, which calls for this program structure nationwide and is estimated to save over $12 billion in 2019, and $129 billion over ten years. These grants would provide important policy and administrative lessons to inform efficient and effective nationwide implementation.

What are we to make of all this?  My favorite reaction comes from Politico: “Trump’s Food Stamp Idea Is Like Blue Apron Had a Socialist Hangover.”

It is hardly pro-market to displace the private sector and build a parallel, state-run distribution system, no matter how many times you name-check Blue Apron. This is the sort of thing you find in countries still recovering from socialist hangovers…No, the “Harvest Box” approach to hunger policy makes sense only in the context of hunger politics. And hunger politics have always been as much about the welfare of agribusiness as about the welfare of the poor…. It is generally more expensive than either buying food locally and distributing it or simply giving the recipients cash or vouchers to purchase their own food. Rigorous experimental testing has shown that it does not even produce systematically better nutritional outcomes than giving out money.

I particularly enjoyed Andy Fisher’s comments.  Fisher is author of Big Hunger: The Unholy Alliance between Corporate America and Anti-Hunger Groups (see my Weekend Reading post on this book).  “Comrade Trump, he says, might just be on to something.”  SNAP, he points out,

is an accomplice to our need for cheap food with the accompanying externalities caused to public health. It reinforces the ills of the marketplace rather than seeks to transform them.”

His suggestion?  Nationalize the grocery industry.

The NY Times pointed out that even Trump administration officials don’t think this is a serious proposal:

administration officials on Tuesday admitted that the food-box plan…had virtually no chance of being implemented anytime soon.  Instead, the idea…was a political gambit by fiscal hawks in the administration aimed at outraging liberals and stirring up members of the president’s own party working on the latest version of the farm bill.  The move, they said, was intended to lay down a marker that the administration is serious about pressing for about $85 billion in other cuts to food assistance programs that will be achieved, in part, by imposing strict new work requirements on recipients.

Let’s be clear what this about: Cuts to SNAP.  As the Center for Budget and Policy Priorities analyzes the situation, the plan intends to cut SNAP benefits as well as:

  • Expand government bureaucracy
  • Shift costs to states and nonprofits
  • Increase costs for participants
  • Restrict access to fresh fruits and vegetables
  • Increase stigma for low-income households
  • Negatively impact retailers

Let me add a couple of other points:

The bottom line:  pay attention to the budget cuts.

The NY Times’ blockbuster investigation: Big Food in Brazil

The article, which starts on the front page and continues to another two full pages and more, is headlined How Big Business got Brazil Hooked on Junk Food.

It’s mostly about how Nestlé (no relation) recruits women in low-income countries to sell the company’s products from small mobile carts.

Here are a few quotes:

  • Nestlé’s direct-sales army in Brazil is part of a broader transformation of the food system that is delivering Western-style processed food and sugary drinks to the most isolated pockets of Latin America, Africa and Asia. As their growth slows in the wealthiest countries, multinational food companies like Nestlé, PepsiCo and General Mills have been aggressively expanding their presence in developing nations, unleashing a marketing juggernaut that is upending traditional diets from Brazil to Ghana to India.
  • Sean Westcott, head of food research and development at Nestlé, conceded obesity has been an unexpected side effect of making inexpensive processed food more widely available.  “We didn’t expect what the impact would be,” he said.
  • Ahmet Bozer, president of Coca-Cola International, described to investors in 2014.  “Half of the world’s population has not had a coke in the last 30 days.  There’s 600 million teenagers who have not had a coke in the last week. So the opportunity for that is huge.”
  • “What we have is a war between two food systems, a traditional diet of real food once produced by the farmers around you and the producers of ultra-processed food designed to be over-consumed and which in some cases are addictive,” said Carlos A. Monteiro, a professor of nutrition and public health at the University of São Paulo.  “It’s a war,” he said, “but one food system has disproportionately more power than the other.”
  • [From Felipe Barbosa, a  Nestlé supervisor:] “The essence of our program is to reach the poor,” Mr. Barbosa said. “What makes it work is the personal connection between the vendor and the customer.”
  • But of the 800 products that Nestlé says are available through its vendors, Mrs. da Silva says her customers are mostly interested in only about two dozen of them, virtually all sugar-sweetened items like Kit-Kats; Nestlé Greek Red Berry, a 3.5-ounce cup of yogurt with 17 grams of sugar; and Chandelle Pacoca, a peanut-flavored pudding in a container the same size as the yogurt that has 20 grams of sugar — nearly the entire World Health Organization’s recommended daily limit.

Politico Pro Agriculture asked Nestlé for a comment (this may be behind a paywall):

A Nestlé spokesperson defended the company while acknowledging the deeper childhood obesity problems currently plaguing Brazil. “We are disappointed by the New York Times’ biased approach in this article, which we believe does not accurately reflect the breadth and reality of our product portfolio in the context of the public health issues impacting the people of Brazil,” the spokesperson said. “However, we do agree that the real and serious issues raised in the article should be discussed in a balanced and constructive way that focuses on practical solutions.”

FoodNavigator-USA’s Special Edition: Food allergy and intolerance

FoodNavigator.com does occasional “special editions” in which they collect articles on particular topics from the perspective of their food-industry audience.  This one is on food allergies and intolerances, about which remarkably little is known.  If you are allergic or intolerant, the best you can do is hope for an accurate allergy test or do everything you can to avoid the food that triggers reactions.  Good luck with that since allergies are hard to diagnose and allergenic ingredients sneak into a great many foods and are not always revealed on labels.

USDA finalizes school food rules: Applause!

Last week, the USDA sent out a press release announcing the last four Final Rules for school meals under the Healthy, Hunger-Free Kids Act (HHFKA) of 2010:

The press release summarizes USDA’s view of what’s most beneficial in these policies:

You probably won’t want to read all the fine print.  Fortunately, others have done just that.

Bettina Siegel at The Lunch Tray

  • Wellness policies will be required to prohibit on-campus marketing of foods and drinks that fail to meet the Smart Snacks nutritional standards.
  • Whether companies can market “copycat” snacks in schools (Smart Snacks-compliant versions of junk food available in supermarkets) is left up to local districts.
  • Also left to local districts are policies about incentive programs, such as Box Tops for Education or fast food coupons passed out to kids for reading books.
  • School wellness policies will be required to set nutritional standards for foods and drinks offered to kids at classroom parties or by teachers as treats, but districts can determine the actual policies.
  • Schools will be allowed to sell hard-boiled eggs, low-sodium canned vegetables, and peanut butter and celery.

Her bottom line:

With the finalization of these four rules, the historic work of the Obama administration in improving children’s school food environment is now complete. But, of course, we’re already one year overdue for the next CNR [Child Nutrition Reauthorization], a process which could easily roll back or weaken these reforms – many of which have already been overtly threatened by House Republicans.

CSPI’s Take on What’s New

  • Local wellness policies must address marketing of foods and drinks that do not meet the Smart Snacks standards.
  • Local wellness policies must involve the public and school community and produce an annual progress report.
  • Local wellness policies must designate a school official for compliance and undergo administrative review every 3 years.
  • School districts must update goals for nutrition promotion, nutrition education, physical activity, and school wellness activities based on evidence-based strategies.

CSPI says the new rules mean local wellness policies can and should:

  • Shift unhealthy school fundraisers to profitable healthy food or non-food fundraisers
  • Ensure that school celebrations support healthy eating and physical activity
  • Use non-food rewards
  • Provide ample opportunities for physical activity, quality physical education, and recess

My comments

Nutritionism: Many of the complaints about USDA’s nutrition standards derive from their focus on single nutrients—fat, salt, sugar—rather than on foods. Boiled eggs weren’t allowed because of their fat and cholesterol content, but copy-cat snack foods were.  If the standards applied to minimally processed whole foods, they would make more sense. USDA now has to take comments on whether to eliminate the standard for total fat from Smart Snacks because of the egg issue and the confusing nature of current research on saturated fat (also a problem resulting from studying one nutrient at a time).

Politics:  Regardless of how trivial some of these rules may appear, USDA’s school food standards must be considered an extraordinary achievement.  Against all odds—unrelenting opposition from companies that supply junk food to schools, Congress, and, weirdly, the School Nutrition Association—the new rules will improve the nutritional quality of school meals and snacks, at least most of the time.  School districts with officials who care deeply about improving the food served to kids now have a mandate to do so.  Those who don’t will have a harder time doing a bad job.  Applause to USDA for bringing the rules to closure.  May they survive the next round of lobbying.
